1. Law Enforcement may only be harmed if they are a direct threat to you. Passing by officers and deputies, such as those obeying NLR, may not be harmed unless they initiate on you.

Getting into a shootout with police once does not give you free reign to hunt down police officers to kill. You:
1) Intentionally stopped at the officer for seemingly no reason
2) Shot him with no initiation on either side.

He was simply manning a speed trap that you didn't even speed through. He made no call outs, no attempt to arrest, or even question you. You simply pulled up and killed him. In fact, you even went past, stopped, and turned around to come back to kill him.

As such I feel there is enough present here to conclude this PR. After reviewing their histories I feel it is sufficient to give both players a Verbal Warning for the situation. With that said similar offenses will face harsher consequences.
