Be aware if players read up the rules more often then, they wouldn't get in trouble and force me to hit the F12 for evidence. And sorry about this method, it allows me to give a timeline.

Hi, so, you got this report a little wrong, so I will go ahead and reply.
Also, I don't know why there is Chinese news posted above this but whatever lol...

I was the one who stopped you, and tried to retrieve the car you towed. Over radio, I had heard you towed it falsely, so I tried to roleplay where I stuck you up to get the car off the lift. And just like you said, I know that I couldn't hurt you, or I'd be breaking rules so I didn't. I tried to scare you with the weapon, but shooting warning shots and at your tires and what-not, but you didn't budge, so when you drove away, I didn't pursue because I understand I can't harm you. I had an MP9, if I had wanted to hurt you, I would have, but that would have been against the rules, so I refrained.

I am not sure why this was reported, because I never actually harmed you, and you clearly understand the rule where I cannot harm you.
Anyways, I thought attempting to scare you was pretty cool rp, but I can see how you would think I was trying to kill you.

So it seems to me that @RaeLeFleur is for the most part actually fairly familiar with the rules in place around towing. With that said, forcing the tow truck and attempting to threaten with a gun still falls under the concept of harming of a tow driver for towing. However since I can see how that may not be directly clear with the wording of the rules, and in acknowledgement of the fact that you did know you weren't allowed to actually shoot him (and thusly did not), I feel a Verbal Warning is sufficient for this situation.
