If you watch the video recorded by Miles Cindric, it shows me pulling up outside the PD after being called by Valentino DeLuca, he told me over the radio he was being shot by a cop and when I pulled up I saw a cop over his body confiscating his belongings. Once I realize it was Valentino I got out to tell the officer to put up his hands since his weapon was unequipped. From my perspective, the officer was radioing at the time, breaking my orders, as well as running around the vehicle to pull his weapon and fight back. So I begin firing at him at the beginning of the 9-second mark, my intention was to kill as he had disobeyed my orders through running away and using his radio. When he got around the car from me, you see him suddenly stop and put up his hands. I had already begun shooting him and finished him off seeing that there were officers firing from the PD and another down the road. Stuvi witnessed the situation and asked me why I killed the officer through PMs, I immediately explained that he had killed and confiscated my friend's weapons, and he failed to immediately obey my orders. Stuvi then banned me for two days and stripped me of my mentor rank. I do not believe it is fair to ban a gunman because the person they were firing at threw their hands up after killing the gunman's friend, trying to run away, and radio in their location. I had already shot him before he had his hands up. I have no history of any bans or warns. My organization is not based on FragRP like many other ones are, we enjoy focusing on roleplay, like the Casino I frequently run, but Stuvi happened to witness a situation during a time in which we take up arms to our enemy, and one of our cars were attacked by cops. If you watch the full video, at the end you hear me do my best to get out of there instead of killing more cops. Killing is not what I care about, but I do resort to it when my friends are in trouble, and I do take nicely to those who kill my friends, henceforth I took the opportunity to kill the officer when he disobeyed then obeyed my orders after radioing in his location. I have enjoyed my time and clean record on this server and enjoyed helping others out, but everyone once in a while gets in gunfights and has to fight. In conclusion, from a realistic perspective, people would be shot if at any point they disobeyed a gunman's orders, or especially killed another gunman. Surrendered or not, what they did was done and their life would be taken in a real gunfight.
I mean no disrespect to Stuvi or his judgement, I just believe he saw the fight from the wrong perspective and didn't fully understand the context or what I was thinking when I killed the officer.

There is a similar report made by @Violence which shows Violence putting his hands up after shortly disobeying orders and being killed for it. I cannot speak for Salvatore completely, but both us most likely had a similar train of thought, seeing the person that we are shooting putting their hands up just before they are finished off and being reported/banned for it.
