Your Steam Name: High Velocity Rocket
Your SteamID: 76561198158021552
Your Character Name: Tye Shaw

Target Steam Name: Hyper
Target SteamID: (Dont see the need for this as im not trying to get him punished or anything)
Target Character Name (if known): Jamal Bankz

Request Reason: Scamming, basically hyper likes to do death rolls, as do many other ppl. This is basically when 2 ppl roll, one after another, so lets say i roll out of 100 and get 28, the person im playing with then has to roll out of 28, this continues until someone gets 0. The issue is, on 2 separate occasions, hyper has not paid when he lost, he has done this to others aswell. I have no intenton of trying to get the 200k he didnt pay me around 8 mins ago back, i dont need it and ive done the same thing to him (after he did it to me). I also dont want anyone to get punished, all i want is for @PMX to give a final and definitive answer to wether this is scamming, different staff say different things and ik that CMs have been discussing it, the rule is you cant scam for more then 20k but technically since you dont give any money before hand, you havent lost 20k. IMO this should be scamming, if you need to change the rule then do it, but otherwise ppl like hyper are gonna keep abusing this loophole. If it isnt scamming then fine, but at least give a final clarification on whether this is allowed or not please.
When did the situation occur?: around 15:27 PM today (GMT)
Your evidence to support your claim: I have a video, i dont see the need for it as im not reporting him for a punished of any kind or for the money he didnt pay me, i just want @PMX to give a final clarification on if this is allowed.

but technically since you dont give any money before hand
Since no transaction took place, i.e., no one lost anything, it is not considered a scam. However, you can always take action if the person lies to you.
If you had exchanged money in the beginning (like it happens in player owned casinos) and then the loser didn't give you the money that was promised (or that minus 20,000$) he would be at fault by scamming you and that would be punishable by the rules.
