Shot me while handcuffed....

Additional Info: I was arresting him for GTA of a police vic, I take him in and determine he doesn't have a gun license, and then he somehow pulls a deagle and shoots me while cuffed and then after being notified it was a glitch said he didn't know. He had to know. Then he tried to bribe me to not report him.

Besides, you should know if your “cuffed” you cannot pull weapons. It’s common sense.
