I am posting this video on behalf of the person you are reporting because I can confirm he was part of cargo raid he literally gave me food during the raid. I apologize for the trading box I can't seem to close it in the demos every time I watch them but you can see the player who is being reported in the video.

I can confirm that he was part of the raid on cargo he took one of the jet skis at the ship and landed it near the stairs there and fought you to so him and the others could escape.
