Reason for Report: Attempted Vdm that changed the outcome of a shootout
Time of Occurrence: 2022/07/07, Around 1:15 AM EST

Evidence to support your claim:

First off, this whole ordeal began from us fleeing and eluding the cops. When trooper had gotten out of his vehicle back at mines he had pulled out his shotgun and told us to turn off our engine, which then began with us fleeing and eluding. That led to clip that I have posted above. As you can see we crashed into a speed limit sign and got out the vehicle, with guns in hand. In this clip you can clearly see trooper veer towards us as he attempts to vdm us and get us low on hp or disorient us so it is an easy arrest for him and the pd. He had brought down my hp, and my other two partners hp pretty low. In this situation, he had a couple options, either he couldve stopped where he was at got out the car and wait for backup to arrive with his shotgun in hand, drove past and looped back for when his backup arrived etc. Its not like he was cornered or something. He had other options.

Good afternoon Slender,

As a former staff member I am sure you are well aware of the Police Departments (Former) Policy on use of force.
Once Deadly force is authorized and presented (you and your weapons) an officer is allowed to use any force reasonably necessary. This includes their guns and their vehicles. In this case the vehicle is used as deadly force as an "weapon of opportunity". This did not violate and Police Department Policy or Procedures current, or past.

I cannot respond to the rest of this report; however, as police command this use of force was justified.

So while I have bodycam footage of this incident, I think your video will be sufficient for this Staff report.

I first heard over the radio that MPD had located a suspect at the hospital (I was off the radio before this as I was on a call, so I am unsure of the original stop reason); I took the call and proceeded to the hospital. MPD advised that the suspect was possibly armed with a Class A weapon. When I arrived, we were at the bank, you had stopped your vehicle, but as soon as I pulled up, you took off.

At this point, a pursuit was initiated; however, this attempt failed as an MPD Officer crashed, and I terminated pursuit and went to help this Officer. While I was assisting the Officer, I heard that the other Officers had lost sight of the vehicle, so I just went back to patrol. However, shortly after, I found you in the industrial area and started back up the pursuit.

You lead me just outside the suburbs where you stopped; I proceed to attempt a felony stop. However, you drove off just after I had gotten out of my vehicle and told you to turn off the car.

You continued the pursuit past the yellow warehouse, were just down the road, you crashed into a pole. As I make my way over to the crash site, you and your friends jump out of the vehicle and pull out Class A weapons, and one of you pointed a rifle at me. So in fear for my life, I attempt to end the threat with deadly force (My Vehicle). Unfortunately, this was only semi-effective as you jumped out of the way. While taking shots from you and your friends, I parked and got behind my engine block for cover. I also returned fire and tried to play defensive till I had backup.

During this firefight, one of you spawned a vehicle to run away or to use as a cover (Which, I might add to me, feels kind of like FailRP; however, it did not affect the situation, so I proceeded to stay in character).

After this vehicle was spawned, you and your friends attempted to flee; however, at this point, you were taking a lot of fire as a lot of Officers arrived on the scene. Now, there are only two of you left as an MPD Officer had shot your other friend. Because of this vehicle that had spawned in, you now have cover & concealment, and from what I could see at the time, no one had a shot on you. So I proceeded to use my vehicle as deadly force again. However, the last two suspects had been shot as soon as I got in my vehicle.

Now with all that out of the way, I would like to address this:

This is true; I could have waited for backup. However, I have been taught when someone makes themselves a threat to others or to myself, to end a threat quickly and effectively, to preserve life and protect public safety. At this moment, you were a fleeing armed suspect who had demonstrated a blatant disregard for public safety. You aimed a weapon at me and put my life at risk, so I attempted to use deadly force to stop the threat.

Alright then it was justified. I cannot really add on to this as a pd vehicle can be used as a weapon, and that was the whole purpose of the SR on trooper. My apologies for any troubles.

I hope the confusion has been cleared up.

To clarify:

[2.2] Player versus Player
3. Vehicle Deathmatch is not allowed without a proper reason. You may use your vehicle as a weapon if you or a befriended life is in immediate danger.

When you and your group left the vehicle with your weapons aimed at Trooper, he was justified in his use of force as he was in immediate danger.


Therefore, this staff report is denied.
