Reason for Report: We were doing a bank raid in game and we had 2 hostages. We were negotiating and one negotiation was that no one could be down in the basement. We were about half way through when a hostage tried to escape in which I chased him into the security room. Upon my entrance I found a detective who had been order by his superiors to not go down there but he still did. I asked him what he was doing when he proceeded to shoot mid sentence without saying anything. I was forced to shoot back which resulted in the rushing of the whole cop force and killing us. Ultimately the police didn't value the life of the hostages which I why I reported them. But within 1 minute of my report it was imminently closed without reason and when I pmed the staff who closed it he said no rules were broken. I tried to explain that if you simply looked at our POV or checked logs you would find that they did not value the life of the hostage but he continued to hold his position and ignore me. Then when I pmed him to ask for his forums name it was not until 10 minutes after when i asked in ooc because he was still ignoring me. Then he promptly responded to not look bad and proceeded to say this in OOC, "lol you should check your pm more often". Not only was this a lie to cover up the many times I asked him but he said this 10 seconds after he responded with his pm. Ultimately he denied evidence, sits, ignored us, and refused to listen to any side of the story.

Hello, @FluffyGamer I'm sorry you feel that you had to make a staff report against me.

So i was spectating the raid from above, one "hostage" ran away because the gunman looked away, the second "hostage" then ran because the only gunman with him then ran into the vault, leaving the "hostage" alone. The "hostage" had enough time to run, grab a money bag, and then proceed towards the stairs. It was then at this point a detective ran down and met the "hostage" in the locker room shortly followed by a gunman. At that point, a gunfight broke out with the detective and gunman in which the detective died. it was at that point that the gunmen turned around and started opening fire on the police located on the stairs initially killing two cops.

[ADDITION] [4.1.2] 8. In order to be considered a hostage, the player has to be restrained/zip-tied during the hostage-situation. Otherwise, they can be seen as a hostile threat and dealt with as the opposition sees fit while respecting other applicable rules.

Now you might notice that i put quotation marks over the word "hostage" and that because according to rule 4.1.2.8 you are only considered a hostage if you are zip-tied/restrained and neither of your "hostages" where.

now, after the bank situation ended you proceeded to make tickets about the bank situation even after i explained vie your ticket that it won't be getting voided due to there not being any rule breaches. i then went on to take many reports due to being a high report stack after spectating the bank raid. you appeared to send me 2 pm's, however, i was tabbed out of the game reviewing evidence for sits. once i got back into the game and noticed the pm, i then pm'd you my name then only to be followed by an OOC message (not too sure now what it said)

You fail to mention that the detective didn't go down to meet he hostage but that he was already in the security room. The there wasn't an immediate gun fight but instead I asked the detective what he was doing when he shot me. You also didn't explain why you closed my sit until the second report I made.

Hello FluffyGamer,

After reviewing your report it seems as if I cannot fully determine what happened with the bank raid which was your initial report since you do not appear to have evidence. However, from Rusty's explanation, if the hostages were not in zip-ties or you guys ended up failing to negotiate with the police, they may act as needed. Since Rusty witnessed this situation he was able to handle your report by replying to the reason your report is false and closing it.

As for the whole "ignoring" and "refusing" to listen part, according to Rusty he was dealing with reports which were probably hectic at the time. I do not really see how taking too long to respond to a message when busy is considered "ignoring", however, Rusty could have missed your PMs since he was already occupied. In such cases, you will need to be patient.

Taking all of these factors into perspective, I do not believe Rusty was in the wrong for the way he handled this situation.
