Reason for Report: Mishandling situation - Falsely refunding people/getting their stuff back from evidence locker
I followed this post in the Government Board by an administrator at the time who has a Police Training Label. (https://monolithservers.com/forums/threads/keep-an-eye-on-tinted-windows.24785/)
I flagged the vehicle down, then talk to them. I told them I saw them trespassing in PD garage, they lie to me about it, then I force them out (as pointed out in the POLICE TRAINING POST), then they have guns and get into a gunfight.
A. I just saw them commit a crime (Breaking into the PD) so I have reason to detain them. I don't need to give them an advantage or courtesy by saying "Please hop out nice and respectfully" B. They have illegally tinted windows so according to the guide I can force them out without being considered FailRP

In the situation, Swimming Bird proceeds to refund the two guys in the car for multiple reasons which I feel are invalid. 1. He essentially said that because I died less than 10 minutes ago by one of these guys, I should not do anything even if I see them committing crimes in a different part of the map. " NLR - New-Life-Rule - Your portrayed character can not remember any of the events leading up to, and including, his death" - I did a traffic stop based on the events in the video which clearly show a crime being committed in my current life.

2. He said that I should not force them out, when in the guide it clearly says to force people out.

3. He didn't want to see the video evidence I had when I told him I'll upload it so he can get the full picture and understand what exactly happened, he just went off of what was told to him during the situation.

4. He said I needed a police vehicle to pull someone over after they committed a crime (They broke into PD, also had tinted windows) that's not true because there's no rule or law that says I cannot detain, pull people over & arrest people without needing a vehicle.

The reason why I'm posting this report is to point out another example of the variation in rulings that the staff have which is frustrating from a players perspective. '
I wasn't punished in this situation, just told don't do this again, do it differently since it was considered FailRP which I found frustrating since I followed the guide and had valid reasons to do what I did (They broke into PD, they also had illegally tinted windows). I hope that the variations in admin rulings is diminished because it's frustrating to be told, Yes you can do this by one staff member, then be told by the next No, you cannot do this when it comes to grey areas in the rules.

The reason I voided it and talked about NLR was because you or (fellow PD members) had confiscated someones weapons from the previous situation and you used that info to guess they were going to raid PD. I explained about you forcing them out because you said nothing until you were already forcing them out, which to me seems you were not trying to RP as a cop. You have a history of situations like this in the past, as reported by multiple staff and players. In the sit I said you were not going to be punished, this is because it is a grey area, so I just refunded the players their items. The guide for tinted windows is a guide as it says, not rules.

If I was going to guess they were going to raid PD why would I be by the docks when I could've just sat in the PD evidence locker room and waited for them? I had already respawned, and re-equiped then left the PD. I was walking around the docks area since my car was back in the NLR zone and I couldn't walk over there.

It says in the guide to do so. You told me in the situation I should ask people to get out first, which is crazy in this situation because I had just told them I saw them commit a crime and would just give them an advantage to flee or prepare to attack me especially when they have tinted windows and I cannot see inside.

To post a topic in the Information Board of the Government Board, you have to either be a SA+ or have the Police training label. I find it absurd to have a guide posted by an administrator at the time, who had been given Police Training label by SA+, just for the post to be considered FailRP by a newer staff member, months after it's been posted and I'm sure an SA has looked at it and approved it, hence why it hasn't been modified/deleted.

Hello,

Thank you for your report. After reviewing the evidence and speaking with @SwimmingBird, it seems from his perspective you were camping the PD garage to watch out for raiders - thus using information from your past life. Watching PD garage specifically to make sure they do not try to come and raid would be a rulebreak. That said, you are very far away from the garage in the video and it should be taken into account that this could have been a coincidence.
As for the failRP with pulling someone over on foot, you should have a marked PD vehicle when performing traffic stops. If he were parked it would be another story, but stopping a moving car from the sidewalk for tinted windows is silly. If detectives cannot perform traffic stops in unmarked vehicles you should not do one on foot. Call it into your radio and go retrieve a vehicle. Otherwise, you followed the guide posted, which is all good and well.

Swimming Bird has been spoken to and knows that there is a chance your seeing this situation was a coincidence. The refund was too liberal and this will be taken into account when handling future sits. No further action required at this time.
