Reason for Report:
Violating Community Rules and More; which will examine 3 instances over the last 30days that have sparked my interest in report Stewart for violating community rules.

I invite Community Management to review Stewarts post history.

Calling on any witnesses with prior experiences to come forth with evidence, just a simple reply with a piece of evidence to support the claims. (if Community management is not happy with others adding please us know).


I will be quoting 3 Global Rules that Stewart has violated multiple times, these are global Rules #2, #3 and #4 as seen below:

2. Discrimination (i.e racism, intolerance) towards other members is never allowed.

3. Be courteous and respect your fellow members. Personal attacks, aggressive messages, and passive-aggressive behaviour is unacceptable. If you take particular issue with another user and are unable to reply in a civilised and constructive way to their posts, you should ignore the user.

4. Posts should always be constructive and on topic. For common issues, simply telling someone to search is not acceptable. If you disagree with a post and feel the need to reply as such, it’s important that you explain why. Off-topic posts may be moved or deleted as required.

As well as using the below as support:

To reiterate, we prohibit any content that:

  1. Is defamatory, abusive, hateful, threatening or insulting.
  2. Is excessive or posted with intent of harassing someone.
  3. Is spam or spam-like content.
  4. Is likely to offend with no intention of having a constructive discussion.
  5. Contains explicit, gore, adult or pornographic material.
  6. Contains personal information of other people (otherwise known as doxxing).
  7. Infringes on others’ intellectual property rights including copyright.
  8. Violates or encourages violations of the law.

Things I must disclose:
- This report I hope will be handled by Community Management as it is of the highest degree of importance around staff conduct.
- I do not expect the removal of Stewart from staff, demotion to moderator or removal from police command at the most.
- I do not have any prejudice towards Stewart nor is this intentionally a witch-hunt, I am only reporting what I see and will argue using evidence and global rules to support.

This is the most recent example I will begin with which shows lack of professionalism, stewards language used is condescending, using his position in the Police Command as a way to belittle people whilst also taking a passive-aggressive stance as if he is the one being accused of violating a rule.

1. Stewarts comments reflect a violation of Global Rule #4, use of comments such as "Y'all just aren't used to good, normal police instead of just RuleRP with no creativity," are not constructive. Use of the acronym "SMH" in the context of this example is unprofessional and only works to belittle the complainant.

2. Stewarts comment "and the majority of the reports against me are for good policing and consistently get denied," again works to belittle the complainant in this scenario, it is of passive aggressive nature and is a violation of Global Rule #3 and Global Rule #4. This type of comment heavily reflects lack of professionalism and is working only to bolster his position of superiority over members of the community.

Again in this exhibit you see an example of Stewarts condescending nature, here we also have our first example of a Community Rule Violation as seen cited below
1. I think y'all just don't know the rules.
2. I'm Starting to think the issue here is some people's grasp of the English language.
3. Amidst your six or seven staff reports against me questions might be raised over who is targeting who.

VIOLATIONS:
Quote 1 violates Global Rule #3 (Is an attack on members of the community rather than providing constructive information).
Quote 2 violates Global Rule #3 and should be considered by Community Management as a violation of Global Rule #2 (Violation of Global Rule #2 because of it discriminating against people with potentially lower English levels, considering that this community is made up of many foreign people where English is not there first language. A statement of this nature from Stewart is insulting by nature and again discriminates against those, thus fitting the criteria of a violation of Global Rule #2)
Quote 3 violates Global Rule #3 (in the nature that it is is a passive-aggressive message against another user).

1. I knew who to demote because of a really cool feature the devs added a while back which shows your name about your head...
2. Good luck with this one pet.

Quote 1 Violates Global Rules #2 and #4 as it is not constructive and is a passive-aggressive attack towards the player (regardless of what the player in this instance may have gotten wrong it is unacceptable behavior from Stewart in his Administrator role).
Quote 2 Violates Global Rule #3 as it is not respectful nor courteous as the rule commands people should be, only works to stir and passively aggravate community members.

Both quotes in this instance are uncivilized, unprofessional and not constructive.

This was from the recent thread about cops. While people are trying to give their opinions about the cops getting out of control and giving feedback, this is how Stewart responds when there is just one post that he agrees with trying to make It sound like other comments have no common sense involved and are just stupid.

Hello, I would like to also input this use of this "police supervisor blacklist system" if I might add and his blatant unbalanced control of how he wishes to execute punishments in regards to this system as well as passive-aggressive behavior towards a situation he did NOT see in-game.

If we're being quite honest here monolith is a semi-serious roleplay server, and I fully understand the context of that. I am confused on the matter of the PD being defined as "strictly controlled" according to Stewart. Although this has nothing to do with this system, all I wanted to do was understand why I was given 8 severity points for two separate reasons. The first reason was execution unlawfully which was 3 severity points and then I was given 5 severity points for batoning someone and calling him a peasant and saying that I do not care about him. For some reason, I was punished harsher for something that I said and hit someone with a baton once than I was for essentially RDMing someone by unauthorized corruption. Stweart clearly has some unchecked balances in this alternate system of the server, where he can say and punish people however he feels appropriate.

I was originally given a one-week blacklist for this occurrence but he deemed it necessary to extend it to two weeks because I was spamming him (I did send Jacub several messages in-game because at the moment I was heated and he would not provide me any information I was asking), which as posted below you clearly can see that I did in fact not spam him just had a civil discussion with him on why he and whoever allowed this system to be put into place can not describe to a player who and why they were given severity points for police. There is apparently no in-game warning or informing that you have been given X amount of severity points.

As you can clearly see, he had no regard to even answer my question as to why I was given a different amount of points for the occurrences. I also do not understand how I was spamming him when I was told to message him about it. This to me just seems like a large amount of power and oversight with clearly no moral regard for others' point of view for someone who breaks the rules in several different reports, using people as body shields in shootouts, which I'm sure I would be given a severity point for. This seems mildly unfair for players not even just me, where they can just be given this X amount of points and he can punish as he deems worthy. I understand why this system is in place, but there is no balance. I just hope that everyone can understand that yes we all mess up and sometimes we just get out of control but in no way am I a threat to the police system because two of my hundreds of mistakes on PD (like any other human) were logged into some alternate unrightfully strict system in a semi-serious roleplay setting. I just think it's unprofessional on xstewarts part to insinuate that I have no "basic qualities of the PD and rules of the server" when I see other officers shoot each other in the face and have no severity points.

In regards to Viktor's accusation of Stewart violating Global Rule - 3. Be courteous and respect your fellow members. Personal attacks, aggressive messages, and passive-aggressive behavior is unacceptable. If you take a particular issue with another user and are unable to reply in a civilized and constructive way to their posts, you should ignore the user. These messages can clearly be seen that he had no care about my situation, was extremely passive-aggressive "because we never thought anyone would be dumb enough to behave in that way mate". That in my eyes is no way to talk to a concerned player about their punishment, and if I was bothering him or taking time out of his day then he could have just told me to speak to someone else or ended the conversation.

In conclusion, I served all two weeks of this punishment after being unbanned from the forums. I have no hate towards Stewart, I just feel extremely uncomfortable with the fact that I put time and effort into having a good time and playing a semi-serious roleplay server. There is no reason that I should have ever been given this punishment, and it would've been extremely professional on stewarts part to just understand why I was confused and wanted to fully understand why I was given a 1week blacklist for a system that it highly unused it seems like in regards to normal other players and has no post or link in the server rules rather under PD department command, which nobody rarely visits. My point today was not to attack anyone and I am simply just posting my evidence as to why I feel that he has disrespected me and treated me like I was attacking him when I was just trying to get input into a alternate punishment system within the server.

Hi,

This might be a cultural thing - the British sense of humour is extremely dry and sarcastic to the border of being condescending. When I'm dealing with more than ten staff reports for things that are normal police procedure, I have to add a bit of humour to cope with the workload and make sense of it. When observing the staff team and responses from CM's I had ascertained that this sort of humour was acceptable provided the serious issues were also addressed.

I would like to clarify in the strongest terms that "people's grasp of the English language" refers to people who speak perfect English as a first language. I make all the accommodations in the world for players who have English as a second language, and personally give further credit to those who might be training to be Chief despite a language barrier, as it shows great leadership capability. My comment there and in all other places refers to players who have simply not read certain aspects of rules or regulation - for instance, those who think it is acceptable to shoot unarmed suspects in the back as cops, or those instances in which players hear a very clear instruction and let their personal bias cloud their meaning. My meaning with those words is that for the most part, the issues presented to me arise when an individual hasn't bothered to engage in the reading or understanding that is readily available to them. That is, players often have tunnel vision as to their own goals, and this all but completely obstructs communication.

I would also like to highlight that community management has read all of these posts in depth when reviewing these reports and have not mentioned that these might be inappropriate.

For the past month, I seem to have been personally targeted by a group of players, and subject to regular and vulgar verbal abuse in game, targeted killings which are celebrated specifically when I am downed, cop baiting and more. I simply don't have the time to go about reporting all of these cases and indeed even making a case about them, so am forced to just sit on it and go about my business. When faced with an inexplicably more aggressive environment overall, where EVERY player that gets cuffed ends up swearing profusely and personally and then threatening to call staff, I'm sure you can find understanding if I am a little more curt than usual, especially when faced with reports such as "I was demoted for random tase."

Given that I have only now been told this form of humour isn't one that is shared by the US community, I would be happy to curb it. There was an assumption there that everyone was all on the same team and equal - to a Brit, that makes it normal to speak in such a way when discrepancies are seen.

I hope however we can also begin to address the reasons why the culture of the server has become so volatile and violent recently - the number of complaint posts has gone up, as has the number of staff reports, and passive RP has all but gone.

Thank you for your report, there is a lot to unpack here and you will have to forgive me for missing some points, however, I will do my best to cover every concern that you and the rest of those involved may have.

I would like to first start of by saying, it is my official opinion that the comments made by Stewart were unacceptable and in bad taste. However, this is something that we as Community Managers should have addressed much earlier and set a precedent for how future reports are handled. As staff members we are meant to be role models and provide the community with a service that is befitting of the care and dedication our players and staff members contribute to it. Now, while the context of the situations in which these comments were made, Stewart was not expressly wrong in his actions. I would like to say, the comments, however, were wrong and the passive-aggressive nature is not appropriate for an Administrator representing our community, regardless of it being provoked or unprovoked.

That being said, Stewart is a valued member of our Staff team and as such we believe that this warrants a further discussion and we want to see him have an improved relationship between the community. This brings me to my next point, any targeting will be appropriately dealt with, there is a time and place for grievances and I assure you, they are not meant for In-character (or OOC for that matter) involvements on the server. I believe that there is room for improvement as far as Stewart is concerned and that will be addressed, however, I believe this matter was blown out of proportion. Nevertheless, I assure you that we are taking this matter very seriously and there is much deliberation involved with regards to the final outcome.

Again, I wanted to thank you for your report and your maturity involved in this proceeding.
