Please help I’ve tried deleting all Addons, reinstalling gmod, nothing’s worked

It's Garry's Mod, a 15-year old game. You're not exactly going to get top notch quality textures. You'll just have to live with the issue for now until there's a solution.

what does this have to do with textures? the games been broken for a few weeks now and I haven’t gotten as much as an acknowledgment from the devs.

Have you been able to locate your cl.db file and data folder?

cl.db is in
S:\Steam\steamapps\common\GarrysMod\garrysmod

\data folder is in the same directory. Yours might not start with S:\ though. But thats what I have my M.2 SSD assigned to. Everything else should be the same.
Can also go to that directory and search in the top right "cl.db" without the " " and find it.

But then I’m confused what to do with it, the other suggestion said to delete everything in it but there’s nothing in it
