Well we initially kidnaped him at the end of the bridge going up to layer 2, then we left that area planing to go to a more discreet area that was not wide open. I mean yea it was kinda in public because it was in the hospital, but we made sure no one was there to see it.

Yea I understand the public part, but it wasn’t related to the NPCs though. It’s not like we held him up while he was using the NPCs. If the guy who made the report could post the video from the very start where we kidnaped him that would be great.

1. You may not mug or kidnap in crowded places or near any NPCs, criminal or regular - you must do it in less populated and less exposed areas. This may not be in front of an NPC and/or governmental buildings such as the Sheriff's Department, Hospital, Fire Department, City Hall, and the Bank.

Ok yea I guess they broke the mugging in public rules and NPCs one. But does it help my case that I was only the driver and I never even had a gun on me so I technically didn’t kidnap and mug him in public then.

In regards to the report reason "RDM" we specifically told him not to turn around in the bank in which he failed to comply. In regards to mugging in public the original plan wasn't to do it in public. We purposefuly took him to the corner of the hospital to try to keep him out of the sightline. For the NPC we assumed that because we didn't initiate inside of the bank and took him here after kidnapping him in a previous location, that it would be okay.
