Reason for Report: He decided to teleport to me and say i was being corrupt after police just came into my office said absolutely noting and killed both my SS and almost killed me. After that i ran fearing for my life. I tried to tell them what happen. They proceeded to yell at me saying the ss shot at “innocent” civs. The video clearly shows people shooting at us. So Trooper teleports to me after i put up emergency state with Police Killed my SS and he come to me and says im being corrupt and i have 0 perms to be corrupt. But he completely ignored the rdm by other officers and he demands me to remove the emergency state.

Let us begin...

Taking the sit off-duty -
First, while yes, I did deal with this situation off duty; However, the reason I teleported to you off-duty was that no other staff were on, and you were causing an issue that was preventing gameplay. Since I was already there, I also had you remove the emergency state as how you were using it was incorrect.

Not handling the situation -
I did not handle the situation as I was off-duty and trying to take some personal time to Role-play. The only reason I came to deal with your end of the situation is for the reason I stated above (Preventing Gameplay) and that what you're doing is something you can't do under any circumstances (Except with corruption perms from a SA+, which I knew none were on).

My opinion on the situation -
Now let's talk about the situation, looking at your video and the one provided to me by one of the Secret Service agents. From what it looks like, you and your Secret Service decided to discharge your service weapons off of the City-hall balcony, endangering civilian life in the area (As what goes up, must come down).
Since you were risking the life of civilians, MPD officers began to respond and deal with the threat. While SWAT started breaking down the door, one of your Secret Service agents are seen continuing to shoot off the balcony.

At this point, the door was broken down, and an MPD officer jumped in and started shooting at the Secret Service and ended the threat. (While I believe the actions by one of the MPD Officers could have been better at the end of the day they dealt with the threat).

So at this point, you and your Secret Service agents have endangered the life of Civilians and Law Enforcement, causing chaos and panic in the streets as the civilians try to fight back in an effort to stay alive.
All because you and your agents think that it is perfectly fine to discharge firearms into the air and at adjacent buildings and not only that but in the middle of a major metropolitan city.

Thank you for your report.

After review of your evidence and @Trooper C. Winters's response, there is not evidence of Trooper misusing his staff power.

In your video you show you and your SS blatantly copbaiting/breaking rules and, from a roleplay stance, being a public nusiance and threat. Like Trooper said, while the situation likely could have been dealt with without further gunfire, that does not mean that you should go hide in a corner of the map and remove all budget from PD, especially since the reason you removed budget was caused by your own unauthorized corruption.

In a situation where you believe an opposing party has broken a rule, this doesn't give you clearance to break the rules further. You shouldn't remove budget for everyone on that job, you should make a report. @Trooper C. Winters dealt with the situation as the only staff member on to make sure that further roleplay was not hindered. This is within his right as a staff member.
