Very low fps on a good pc?

I have a FX 8350 And a RX 460 andf i sometimes get 10 fps. Can somebody please help me?

Don’t be an idiot like me. If you have a switch on your motherboard that says off / slow, switch it off, if it is turned on. I made that mistake and each core on my processor was limited to 800 MHZ each. After turning the switch off, my cores shot up to 4000 MHZ each :/
