From the provided video I can see that user @YoungHablo was in direct violation of rules

[2.2] Player versus Player

1. You may not harm a Law Enforcement Officer for writing you, your friends or organization/party members a ticket. In addition, you may not harm a Law Enforcement Officer for previously arresting you and/or confiscating items from your inventory.

Additionally the timeframe in which you gave him to put his hands up in the video is no where near sufficient enough for him to respond.
