Probably because the mayor told cops to arrest all gs9 members for 0 reason, and the police were actually following through with it. Feel like the meta gaming pd who were arresting civs who had done nothing wrong just because they had an OOC tag above their heads should be the real report here

The report in OOC was made by me. A large percentage of cadets were RDMing and baton rushing civs. I made the assumption that it was all cadets and had asked the Police Chief who just got on to fire them.
