There is not sufficient evidence to suggest that the destruction of the tires was justified, as the clip shows that if it did happen, it was well over by that point and logs do not show any evidence of notable car damage. As for the accusation of harassing, there is insufficient evidence to show any persistent harassment, but feel free to reference back to this report if necessary for the future.
