So after all this time of the problem hiding in plain sight I finally figured it out. Is seems as if MSI afterburner, was somehow causing the issue I have no idea why, but Ill just need to find a new way to view my FPS and all. IDk why I didn't try something as simple as turning it off before.
Sooooo after spending an hour troubleshoot problems with my RAM such as putting them in a different PC. Both sticks are working. Both slots are working. I played for about and hour now and the RAM usage seemed to be under 8000MB before it started lagging. Imma Link my MSI after burner graphs...
So I tried reseating and that didn't do it. I also ran the windows memory diagnostics and nothing came up. Imma do some more troubleshooting if you have anymore ideas LMK please.
UPDATE: Tried playing ark for a little bit. IK that thats more of a GPU/CPU game so that why I wasn't lagging, but the ram usage wouldn't go over 10000MB still.
Imma try reseating my RAM then, because I've had issues with that before.

Okay, but when I first start playing it says that I'm getting almost 10000MB. Ill try playing another game to see if it goes over. 10000MB or 8000MB. But thx everyone for your help.
UPDATE: Switched my game over to an SSD. The issue is still happening, but it seems to take longer for it to happen. But I noticed as I was playing the amount of memory being used slowly goes down. Once it hits around 8000 MB the game freezes for a couple seconds. Then it will jump back to about...

I tried switching to 64. seems to be working so far. I also changes all my graphics settings to the ones with the little * next to them cus they were recommended. But I figured my PC should be able to handle higher, apparently not with this game lol. If the issue continue I'll post here again
