The issue is when such staff goes on detective, he has then in theory access to any civilian vehicle he want, thats when the "non-advantages" goes hard. There are no mrp-rules stating what cars, in what situation, when and where they should and shouldn't be spawned, meaning that the "spawns" are based solely on the staffs description, they can do whatever they want. There might be guidelines but we as regular players do not have access to them, so there is no way to spot when a staff is breaking a spawn vehicle guideline either (assuming there is one). Also you as staff, have never been in annoying situations where staffs were cleary abusing this, with fast civilian vehicles and to not let anyone steal them, its a raging experience that still happens, if you don't trust on my word, several other people can talk about this too.
What's the point of a perk if it doesn't give you an advantage over other person? sounds like a contradiction from you part, but ill say that i understand your point. As i said earlier, staffs aren't being paid to perform their duties, then in exchange of their work, there it comes these perks, powers, etc call whatever you want. National guard and vehicle spawn abuse issues comes from the same root: You guys need these perks, powers as one form of payment for your staff duties since you aren't paid real money, thats reasonable, but even these perks/powers usage needs some sort of regulamentation and balancing, otherwise there is abuse. You guys, and im talking about management at this point, seem to fail to acknowledge this. The problem keeps getting bigger and people are still in complaint about it, until you guys decide to change something.
