[CHANGED] [1.12] The usage of any kind of anti-AFK script or external game modification software is not tolerated. Using some form of AI to perform farming, mining, etc. is not allowed. The only exceptions we allow are the usage of the +attack, +left and +right commands, as long as you're immediately able to respond to in-game actions. If you do not respond to a staff member's attempts to get your attention, you are liable for breaching this rule.

[CHANGED] [1.13] You may not grief, troll, harass or do other things under the guise of “roleplay” with the intention of annoying other players. For example, becoming a tow driver and only towing/impounding cars of people you don’t like.
[CHANGED] [2.5.1] You may not use one-sided see-through or indestructible props for defensive measures.
[CHANGED] [4.1.1.3] You may only take illegal items from a player’s inventory, this may include: Weapons, & drugs.
[CHANGED] [4.2.1] You may only perform one raid/heist (this counts for both ownable, un-ownable and government/public buildings), a hostage/kidnapping situation, or both situations simultaneously, per hour. This counts for both successful and unsuccessful situations. Survivors of a raid/heist may ignore the “raid cool-down” if they decide to free organization/party members from police custody or retrieve lost gear from the Police Department.
[CHANGED] [4.2.2] You may not participate in a criminal raid or heist if you are a government employee.
[CHANGED] [4.2.3] You are required to leave the area you raid or heist after you remove, destroy, or steal anything of value, regardless of the raid’s success. You may not stick around or wait until something of value is obtainable.
[CHANGED] [4.2.9] If you are killed during a raid, heist or attack, you must abide by the NLR and have no knowledge of the attack. You can not get called back as “backup” or “reinforcement”. Additionally, you can not raid the Police Department, Penitentiary or Sheriff's Department to retrieve your lost gear.
[CHANGED] [4.2.10] Prop placement during a raid, heist or gunfight is strictly forbidden. Law Enforcement is exempt from this rule as long as it’s done to set a perimeter.
[CHANGED] [4.3.1] Crew names must be reasonable and can't suggest or contain any racial, sensitive topics or profound words. Examples such as "Isis", "Meme Lords", "Nazi" are unacceptable. This is up to staff discretion.
[CHANGED] [5.2.2.4] As a SWAT officer, you may not be on "standby" for a prolonged period of time at the police station if there is no imminent situation or context warranting SWAT. Active and coordinated training in the SWAT team can always be a valid reason for SWAT to be deployed, unless the Chief or Captain requests SWAT to flag down.
[CHANGED] [5.2.3.3] Law Enforcement may ignore NLR and come back if called by active units on scene until they have died once for all raids.
[CHANGED] [5.6.1] As a Security Guard, you may only patrol inside and around public buildings. Patrolling inside and around private property is also allowed, with permission of the Head of Security, if there is one on duty, and the property owner.
[CHANGED] [Definition] Police Raid - The act of police engaging with any known or unknown occupants of a building, violent or otherwise, with the intention of apprehending or searching for them and the acts of confiscating or attempting to save the lives of any participant of the raid.
[ADDED] [4.1.1.3.1] You may ONLY mug for a legal item if that same item was stolen from you within the past 30 minutes.
[REMOVED] [4.1.1.4] You may ONLY mug for a legal item if that same item was stolen from you within the past 30 minutes.
[REMOVED] [4.1.1.4.1] You may only mug for a legal item if that same item was stolen from you within the past 30 minutes.
[CHANGED] [4.1.1.7] You may ONLY mug for a legal item if that same item was stolen from you within the past 30 minutes and from the players that originally took it from you.
[CHANGED] [2.2.17] You may not force mechanics to repair a vehicle at gunpoint, unless they are charging you more than $500, or you are in an urgent situation that warrants it, you will be exempt from mugging rule 4.1.1.9 (public mugging) in doing so, but restricted to only requesting for the repair of your vehicle.
[CHANGED] [2.5.8] You cannot use factory equipment or other indestructible props for base defense purposes.
[ADDED] [4.1.1.2] All drop on death items can be mugged from a player regardless of legality status: including but not limited to Electric Stoves, Kevlar and medical supplies.
[CHANGED] [4.1.1.4] No more than $8,000 in cash can be mugged from another player in any robbery. As the victim, you have to drop all your money up to $8,000 maximum if you are in a situation that does not go against FearRP. You cannot force somebody to withdraw money from their bank account and give it to you.
[CHANGED] [4.1.1.5] You may mug for a item if that same item was stolen from you within the past 30 minutes and from the players that originally took it from you.
[ADDED] [5.2.1.7] Law Enforcement may confiscate items which are not illegal but proved to be used in illegal activities: including but not limited to Mini Fridge if the criminal was making LSD, Electric stove if the criminal was making cocaine, Armor/medkits if they were used in a shooting. The confiscated items must be destroyed. You need to be able to justify the confiscation to staff if needed.
[CHANGED] [5.6.1] As a Security Guard, you may only patrol inside and around the entrances/exits of public buildings, banks, gas stations, jewelry stores and cargo ships.
[ADDED] [5.6.2] As a Security Guard you may also patrol inside public businesses with the permission of the Head of Security and the business owner. (The absence of Head of Security voids the possibility of patrolling the private property.)
1. You can request/accept payments from the business owners for your services.
2. You may only patrol the business property if you have knowledge that all the activities inside it are legal, or lack knowledge about any illegal activities happening inside.
3. If you acquire knowledge for any illegal activities through IC (in-character) you are required to stop patrolling the area immediately and report it to the police
4. If the private property you are patrolling gets raided by Police:
-you are NOT allowed to fire against police officers.
-you are required to exit the property and report to the police about the situation (if possible).
-you are required to surrender yourself to the police if they request so.
(Credits go to the whole staff team)

[CHANGED] [4.2.11] Counter raids can only be performed on player ownable buildings or on the Cargo Ship. You may not counter raid a government building or a player ownable building/Cargo Ship if it is currently being raided by police at the time. Law Enforcement is exempt from this entire rule.

This change was made to allow counter raids for dark web missions as well.

[CHANGED] [4.2.1] You may only perform one raid/heist (this counts for both ownable, un-ownable and government/public buildings), a hostage/kidnapping situation, or both situations simultaneously, per hour. This counts for both successful and unsuccessful situations. Survivors of a raid may ignore the "raid cooldown" if they decide to free organization/party members from police custody or retrieve lost gear from the Police Department, which will start a new raid cooldown.

This is a rule clarification.

[REMOVED] [3.6] When playing on the server, our Discord is the only allowed third-party program for communication - organizations get their own channel only accessible to their members. It is prohibited to use the discord for IC communication, eg: sharing locations, agreeing on meetings, trades etc.
[REMOVED] [5.5.3] You may not carry your weapon in public unless the Mayor is in danger. The mere potential of danger is not sufficient.
[REMOVED] [5.2.2.2] As a SWAT officer, you are not above the Sheriff, Chief, Assistant Chief or Lieutenants. You might have better equipment, but you have no commands over the Police Department and Sheriff's Department.

It is important to note that the rules that were removed ARE STILL IN EFFECT either by other applicable rules (such as metagaming) or are enforced by the gamemode.

[CHANGED] [2.2.4] Attacking to kill should be carried out sensibly under any circumstances, including in gang zones, and not as a first resort unless you have a good reason for immediate lethal action.

[CHANGED] [2.2.6] Surrendered parties may not be killed unless they are actively resisting, not valuing their lives, threatening to kill or snitch on you, yelling for help or law enforcement, or failing to fulfill requested demands.

[CHANGED] [4.2.11] Counter raids can only be performed on player ownable buildings, Dark Web buildings, or Cargo ship. You may not counter raid a building or Cargo Ship if it is currently being raided by police at the time. Law Enforcement is exempt from this entire rule.

Sushi Patch Rule Update - 2024

[ADDED] [4.1.2.1] You must wait out a 30-minute delay to perform another kidnapping after your previous attempt that was either successful or unsuccessful. Any person in your party partaking in the mugging is also affected by this cooldown.

[ADDED] [4.1.2.2] You may take a maximum of 4 hostages in hostage situations.

[ADDED] [4.3.5] You may partake in criminal activity with only members of your organization or your party. This includes mugging, raiding, heists, and other miscellaneous criminal activities not already listed.

[ADDED] [4.3.6] When you are in an active party, this will override your involvement with your organization. These two groups must be exclusive from each other, and cannot assist each other.

[ADDED] [5.2.1.10] All members of the Monoford Police Department or Pine County Sheriff's Office are required to follow the Monolith State Law Enforcement Policy Manual. Failure to follow this is considered corruption.

[ADDED] [5.2.1.10] Upon coming in contact with a member of the public regarding a legal concern, the Officer initiating the contact must identify themself by name and which department they are affiliated with.

[ADDED] [5.4.1.5] You must wait until the active RP situation is over to enter the scene and administer life-saving measures.

[ADDED] [5.6.5] Security guards may only participate in protecting an area they are patrolling if they are already on scene when a raid has begun.

[CHANGED] [2.1.2] In-character scamming other players of in-game items are limited to either $50,000 dollars in cash or items equivalent to $50,000. You may only scam someone for either the money or items, not both. Scamming regarding membership to organizations is not allowed under any circumstances.

[CHANGED] [2.1.2] In-character scamming other players of in-game items are limited to either $50,000 dollars in cash or items equivalent to $50,000. You may only scam someone for either the money or items, not both. Scamming regarding membership to organizations is not allowed under any circumstances.

[CHANGED] [2.2.3] Vehicle Deathmatch is not allowed without a proper reason. You may use your vehicle as a weapon if you or a fellow organization member's life is in immediate danger.

[CHANGED] [2.2.5] Reasons for killing another player last until your character dies (NLR), you become aware that the other party has died (NLR), or until 20 minutes have passed since the cause of the reason occurred. You must also re-initiate the roleplay scenario in order to act on your reason.

[CHANGED] [2.2.8] You may not kill a Law Enforcement Officer unless you have a valid roleplay reason to do so.
Killing Law Enforcement Officers should always be a last resort when all other options are not available or have already been exhausted.

[CHANGED] [4.1.2.4] You may not kidnap someone for longer than 20 minutes unless there is an active negotiation with Law Enforcement. Staff members have the right to change this time as they see fit.

[CHANGED] [4.1.2.5]
You may not ask for more than $10,000 for each hostage during a hostage situation.

[CHANGED] [4.1.2.6] Hostages can not be from your own team, group, or organization/party. Also, they may not be awarded any funds acquired in the situation they were taken hostage in.

[CHANGED] [4.2.3]
Upon completion of a raid or heist, you are not allowed to wait until something of value is obtainable. I.E. You are not allowed to ‘double hit’ the bank by waiting for the cooldown to reset.

[CHANGED] [4.2.11]
Counter raids can be performed on any building unless law enforcement is already on scene.

[CHANGED] [5.2.2]
During a shootout or hostage situation, the SWAT Commander will assist in the supervision of the scene with the highest member of the Monoford Police Department or Pine County Sheriff's Office.

[CHANGED] [5.2.3]
As a SWAT officer, you may not be on "standby" for a prolonged period of time without prior authorization from the highest-ranking member of the Monoford Police Department or Pine County Sheriff's Office.

[REMOVED] [1.17] Private messages (!pm) are OOC and may not be used for any kind of IC communication. In return, iMessage may not be used for OOC communication.

[REMOVED] [2.1.10.2] Law Enforcement is allowed to climb onto roofs, with the appropriate permission, only to gather evidence of neighboring illegal activities.

[REMOVED] [2.1.11] A physgun may not be utilized as a pointer or laser to attract people's attention or similar. Using it in this manner can result in a blacklist from using it at all.

[REMOVED] [2.2.2] You may not kill a player for simply insulting you. Threaten them with a weapon and alternatively shoot them to injure them first. If they persist after this, you are free to kill them.

[REMOVED] [2.2.6] Surrendered parties may not be killed unless they are actively resisting, not valuing their lives, threatening to kill or snitch on you, yelling for help or law enforcement, or failing to fulfill requested demands.

[REMOVED] [2.2.16] The Third-Person view may not be used before and during combat. This includes switching back and forth from your equipped weapons to perform this action.

[REMOVED] [2.2.17] You may not force mechanics to repair a vehicle at gunpoint, unless they are charging you more than $500, or you are in an urgent situation that warrants it, you will be exempt from mugging rule 4.1.1.9 (public mugging) in doing so, but restricted to only requesting for the repair of your vehicle.

[REMOVED] [2.2.18] You may not harm or attack a public PassiveRP situation, unless it endangers your life, or you have IC or OOC knowledge of illegal activity being conducted by the participants. These situations include, and are not limited to: public player owned stores (open for business), car rallies, carnivals and markets.

[REMOVED] [2.4.1] You must correctly follow FearRP when a situation calls for it, such as when you are being held at gunpoint by two or more people. Roleplay should reflect on how you would approach a similar situation in real-life.

[REMOVED] [2.4.2] You may not draw or equip your weapon while under FearRP by at least two or more players. FearRP applies when you are exposed to at least two or more held (actively held, not in holster/on back) weapons, whereof at least one is directly pointed at you / off safety.

[REMOVED] [2.4.3] FearRP does not apply when you are put at gunpoint, or within striking distance of a melee weapon by less than two players. If there are less than two players, you may try to run or fight back. If you have your weapon out (on safety or off safety), you are always allowed to attack players who aim straight at you - independent of how many they are.

[REMOVED] [2.4.4] You can only be put under FearRP by individuals within your close vicinity (Voice Range).

[REMOVED] [2.4.5] FearRP only applies to vehicles if the driver is placed at gunpoint by two players, with at least one player at the driver-side window. Any other instance does not constitute FearRP for the driver, and the driver and the vehicle's passengers may flee.

[REMOVED] [2.4.6] When under FearRP you must obey orders given to you as long as they are within server rules.

[REMOVED] [2.6.3] You may not steal items from other players without performing a /me. Instantly, stealing money that another player dropped in a transaction is forbidden. Instead, do a /me of stealing it and give the player(s) time to react. Lootbags are exempt from this rule.

[REMOVED] [2.6.5] You may not produce any type of drug inside government/un-owned buildings, near NPC's, or in public areas.

[REMOVED] [4.1.1.3] You may only take illegal items from a player’s inventory, this may include: Weapons, & drugs.

[REMOVED] [4.1.1.5] You may mug for an item if that same item was stolen from you within the past 30 minutes and from the players that originally took it from you.

[REMOVED] [4.1.1.7] You may not mug or kidnap in crowded places or near any NPCs, criminal or regular - you must do it in less populated and less exposed areas. This may not be in front of an NPC and/or governmental buildings such as the Police Department, Sheriff's Department, Hospital, Fire Department, City Hall, and the Bank. (Anywhere you can be easily seen by others is considered an exposed area and you should not mug someone there. IE: In-front of a road where someone can drive by and easily see you).

[REMOVED] [4.1.1.8] You can however kill and harm someone near and at all these locations, granted that you have a reason from earlier. If a player is farming, crafting, metalworking, brewing, or cooking next to an NPC, this rule is voided, and they are susceptible to criminal roleplay. Taking hostages while raiding the Police Department, Sheriff's Department, Penitentiary or Bank also creates an exemption to this rule.

[REMOVED] [4.1.2.3] You may not kidnap additional people from other locations or people not involved in the initial kidnapping. You may only do this after the initial kidnapping has ended and the cooldown has run out. If there are people running around, you may not randomly take them in, as this is considered to be a second kidnapping. This rule applies regardless of the success of the kidnapping.

[REMOVED] [4.1.2.7] Hostages may not be awarded any money from the situation they were taken hostage at.

[REMOVED] [4.1.2.9] Any item lost during a hostage situation that takes place solely for monetary or materialistic gain may not be refunded, nor the raid timer voided. This rule takes effect if you are the instigating party, and the item was lost due to a single or light rule-break. This is up to staff discretion.

[REMOVED] [4.1.3.4] You may not gain access to the bank vault by any other means than using a legitimately acquired keycard.

[REMOVED] [4.1.3.2] You may take a maximum of 4 hostages for a heist. Regular hostage-situations aren’t affected by this limit.

[REMOVED] [4.1.3.4.1] Active participants need to stay within property bounds of the property that's being robbed and may engage in combat.

[REMOVED] [4.1.3.4.2] Passive participants (such as informants) may stay outside the property that's being robbed, but may not engage in combat.

[REMOVED] [4.1.3.4.3] Both active and passive participants count to the maximum number of robbers

[REMOVED] [4.2.4] If the mayor's approval rating is below 30%, or you have a proper In-Character reason, players can attempt a coup. Any corruption made by the mayor (note that this corruption must be certain and not a suspicion) creates a valid reason to assassinate them.

[REMOVED] [4.2.6] Players can only raid the Town Hall if the mayor has an approval rating below 30% or proven to be corrupt. Once their goal is achieved, they must flee. They may not stick around.

[REMOVED] [4.2.8] Killing during raids should be carried out sensibly. If there is a legitimate threat on the property of which you are raiding, it is reasonable to enter with the intent to kill. For example, if anyone at the targeted property has a weapon equipped, the base as a whole constitutes a legitimate threat, and you may kill everyone that has not visibly surrendered inside it.

[REMOVED] [4.2.9] If you are killed during a raid, heist or attack, you must abide by the NLR and have no knowledge of the attack. You can not get called back as “backup” or “reinforcement”. Additionally, you can not raid the Police Department, Penitentiary or Sheriff's Department to retrieve your lost gear.

[REMOVED] [5.1.4] You may not abuse your job by misusing your powers or farm XP.

[REMOVED] [5.1.5] You may not go AFK while on duty/in-service without contacting a staff member beforehand.

[REMOVED] [5.1.6] You may not perform random searches unless you have reasonable suspicions or concrete evidence of crimes being committed. Law Enforcement may search a player in custody for their safety, or if it is required to establish the identification of a player in custody. Furthermore, relevant authorities may search players in special zones, such as inside the PD or Mayor's Office or during special events.
Don'ts:
  • Law Enforcement: e.g. searching someone that visits the drug dealer NPC location frequently.
  • Secret Service: e.g. searching someone that comes close to the mayor.
  • Security Guard: e.g. searching someone entering the bank or gas station.

[REMOVED] [5.2.2] Law Enforcement can not use lethal force when in pursuit of a fleeing suspect unless your own or civilian lives are in imminent danger or all other attempts to stop the suspect have failed. You must be able to justify your actions if asked by a member of staff.

[REMOVED] [5.2.3] Law Enforcement may not harm any other government officials - like the Mayor - but if roleplayed well, they can work with others to bring them down.

[REMOVED] [5.2.4] Law Enforcement may not randomly pull somebody over and order them out of the vehicle without reasonable suspicion taking place. You must have a valid roleplay reason.

[REMOVED] [5.2.5] Law Enforcement may not place spike strips off a road as it can hurt civilians. As soon as the situation no longer requires your spike stripes, you must remove them.

[REMOVED] [5.2.6] Law Enforcement may not take weapons from a player’s inventory without a valid reason. This includes, but is not limited to, taking weapons from someone if they were used in a robbery, crime, combat situation, or if the person is being processed to be sent to jail.

[REMOVED] [5.2.7] Law Enforcement may confiscate items which are not illegal but proved to be used in illegal activities: including but not limited to Mini Fridge if the criminal was making LSD, Electric stove if the criminal was making cocaine, Armor/medkits if they were used in a shooting. The confiscated items must be destroyed. You need to be able to justify the confiscation to staff if needed.

[REMOVED] [5.2.8] Law Enforcement may not abuse the taser. You must have a valid reason to tase a player. You may deploy your taser during a gunfight or active shootout to take down criminals if they are not directly facing or shooting at you.

[REMOVED] [5.2.9] In a hostage situation, you are obligated to value the life of the hostage and begin negotiations. A superior Law Enforcement Officer/Lead Negotiator may, however, call off negotiations at any time if they are not being successful. This includes, but it is not limited to, the hostage takers not complying with negotiation terms, constantly threatening law enforcement or refusing to negotiate.

[REMOVED] [5.2.2.1] A SWAT officer can not perform simplistic police activities like traffic stops or issuing traffic tickets, but can be called as backup if approved by the Mayor, Sheriff, Chief or Assistant Chief. They may only patrol during either emergency state or exceptionally risky conditions within the city.

[REMOVED] [5.2.4.4] Detectives are above regular police deputies, but take orders from Sergeants and above.

[REMOVED] [5.2.4.5] Detectives are allowed to equip and use any weapon of their choice while on duty. This is required when e.g. basing with people to not blow their cover.

[REMOVED] [5.2.4.6] The role as detective may not be abused to, e.g. receive intel from the police radio and use it to their advantage (e.g. crews using this intel while being raided). It's up to the staff team's discretion to deem certain actions as detective as abuse.

[REMOVED] [5.3.3] As the Mayor, you may not create laws to allow public executions. The death penalty may be instituted under realistic circumstances - carried out privately for first degree murder or treason.

[REMOVED] [5.4.2.1] You can be on scene during a raid or robbery only to assist Law Enforcement, after the situation is over. You can not directly follow them inside the building they are raiding, but you are able to go in and provide any medical assistance after the police contain the situation.
