Added 2.2.8
You are required to give the opposing party a reasonable time-period to respond and act upon your commands at any given time. You need to make sure they heard you. It is forbidden to shoot someone instantly after giving them the order to put their hands up while at gunpoint. Keep the voice-chat delay in mind.

Updated 2.2.8

You are required to give the opposing party a reasonable time-period to respond and act upon your commands in situations where the rules allow various outcomes based on how the opposing party reacts. For example, it is forbidden to shoot someone instantly after giving them the order to put their hands up while at gunpoint. You need to make sure the opposing party heard you. Keep the voice-chat delay in mind.

Changed [4.1.1] 4.2 If a player is farming, crafting, metalworking, brewing, or cooking next to an NPC, this rule is voided and they are susceptible to criminal roleplay. Taking hostages in the bank or shell gas station also creates an exemption to this rule.

"Counter raids can only be performed on player owned buildings. You may not counter raid a government building or a player owned building which is being raided by police at the time. Law enforcement are exempt from this rule."

Edited rule 4.1.2.1 regarding kidnapping because people were mis-using a loophole to get around the cooldown to keep kidnapping people.

You may only kidnap people once every 45 minutes. After the kidnapping has ended, this cool-down is in place. You may not kidnap additional people from other locations or people not involved in the initial kidnapping. You may only do this after the initial kidnapping has ended and the cooldown has run out. This rules applies regardless of the success of the kidnapping.

Added 2.2.3 since people were too triggerhappy and used someone saying "You're an asshole" or "You faggot" as an excuse to gun down people in the streets for a neat little +1 on RDMtracker.
You may not kill a player for simply insulting you. Threaten them with a firearm, shoot them to injure them first. If they persists after this, you are free to kill them.

The raid rules have been unnecessarily complex and restrictive for a while, and many have complained about this. Here's some updates to address this:

[4.2.6] "In case of a raid by the police, only the current occupants of the base are allowed to defend the base. This is to prevent random civilians with no affiliations to shoot at the police for fun. To be clear: If you are not in the base at the start of the police raid, you can not intervene."

________________

In short, you may now call for backup when being raided in all raids except for police raids. We still deem police needing some rule protection from this.

[4.2.7] "Killing during raids should be carried out sensibly. If there is a legitimate threat on the property of which you are raiding, it is reasonable to enter with the intent to kill. Just as an example, if anyone at the targeted property has a weapon equipped, the base as a whole constitutes a legitimate threat and you may kill everyone inside it."

________________

I added this whole rule back when raiding was a total free for all. In general, people enjoyed the freedom, but it was clearly unfair and unreasonable to new players who just joined the server and purchased their first base farming etc. I fear that maybe "killing sensibly" in raids have been interpreted a bit too widely than it was intended, so I figured I would add an example of when you can kill to show that actually, you can still kill in very many raid situations.

Rule 2.6.11 added:
You may not cop bait - the act of excessively provoking law enforcement for the sole purpose of having them chase you or incite some other reaction from them for your own mere enjoyment.

I underlined some parts that are important in understanding the limited scope of this new rule.

[ADDED] 2.2.10
You may not utilize the Vape for your own benefit during combat.

[REMOVED] 5.2.1.4
Law enforcement may not perform random searches. For example: searching someone that visits the drug dealer NPC location frequently.

[ADDED] 5.1.10
You may not perform random searches unless you have suspicions or concrete evidence of crimes being commited. Don'ts:
  • Police Department: e.g. searching someone that visits the drug dealer NPC location frequently.
  • Secret Service: e.g. searching someone that comes close to the mayor.
  • Security Guard: e.g. searching someone entering the bank or shell gas station.
[REWRITTEN] 5.2.2.1
Before performing a police raid, you should gather video or picture evidence (screenshots) to ensure and prove that there is illegal activity going on at that specific property. 911 calls can not be used as evidence to raid a property. You MUST have evidence ready in case a staff member requires it.

[REMOVED] from 5.2.2.1
Witnessing can only be used as evidence if it comes from a superior officer such as a sergeant or above.

[ADDED] 1.5.
Scamming players of a set amount of in-game money for a premium membership, or vice-versa, is strictly forbidden. Scamming someone of something that has real monetary value is fraud, which is a crime. We do not accept any illegal activity on our services.

You guys need to start using some common sense. Since when is scamming people acceptable? It's really sad that we have to literally write down everything because people think it's "allowed" if we don't.

[ADDED] 4.2.11
The defending party of a raid is required to stay within their property limits.

[ADDED] 5.2.2.4
Law Enforcement follows a special NLR ruleset on raids. Upon respawn, law enforcement is required to wait a minimum time-period of five minutes before being allowed to respond back to raids in progress. Any Police Department, EMS, Fire Department and Secret Service employee may call these officers back if they have knowledge of this specific raid in their current In-Character life. Ingame staff reserves the right to call off and declare a raid as failed.

[CHANGED] 4.2.11
The defending party of a raid is required to stay within their property limits unless their intention is to flee and hide from law enforcement.

[CHANGED] 5.2.2.4
Law enforcement can ignore the default 10 minute NLR cooldown two times upon death for raids on player owned buildings.
Note that law enforcement still need to be requested by police that are still on scene, with knowledge of the specific raid in their current In-Character life, to return. After a player has died three times the default NLR rules go back into effect.
In-game staff reserves the right to call off and declare a raid as failed.

Updated 4.2.1 You may only perform one raid (against players, the bank, Shell or the police department) per hour. This counts for both successful and unsuccessful raids. Everyone involved in the raid will receive this “raid cool-down”. Survivors of a raid may ignore the “raid cool-down” if they decide to raid the police department to free crew members or retrieve lost gear.

We are still discussing whether this change is appropriate, but for now it's in effect so we have some clarity of what it applies to.

[ADDED] (new) [2.2] 10.
  • You may place a hit on a player via the bounty board if you have a valid RP reason that validates that players assassination. The hit may be conducted by anybody that has the knowledge of this hit being active and the reward being unclaimed.
    • In order to conduct a hit (eliminate the player) you have to identify the person beforehand. You may use and share the provided RP name on the bounty board. Remember not to metagame.
[REMOVED] (old) [2.2] 10.
  • You may not utilize the Vape for your own benefit during combat.
This was removed as it simply does not deserve a spot in our mighty rulebook. Be stupid enough to do it from now on and you will be punished for FailRP. Start using common sense.

More rulechanges to adjust to Paralake will follow at some point.

Bounty board rule changed
2.2.10:1: The bounty board contains both name and image/drawing of the target - your character will recognise the target on sight.
2.2.10.2: Usage of the bounty board is mandatory for all hitman RP (instructed killings with an element of Quid pro quo; something of tangible value in return for the kill).

[ADDED] [4.1.3] 6. Law enforcement may only be harmed if they are a direct threat to you. Passing by officers, such as those obeying NLR, may not be harmed unless they start to initiate on you.

[CHANGED] [5.2.2] 4. Law Enforcement can ignore the default 10 minute NLR cooldown once upon death for raids on player owned buildings and robberies. Note that law enforcement still need to be requested by police that are still on scene, with knowledge of the specific raid or robbery in their current In-Character life, to return. After a player has died twice the default NLR rules go back into effect. In-game staff reserves the right to call off and declare a raid or robbery as failed.

[REMOVED] [2.3] 3. Knowledge your gain from reading names of the top of the players head is considered metagaming.
[REMOVED] [2.3] 3.1 Using the “Wanted”-status in the player HUD as a police officer is allowed as the character description is out for active search.
[REMOVED] [2.7] 1. This includes, but is not limited to, placing a camera everywhere you go.
[REMOVED] [2.7] 2. You may not place down cameras that continuously follow you around.
[REMOVED] [2.7] 3. You may not abuse your cameras.
[REMOVED] [2.7] 3.1 You may only place cameras on your own property/base.
[REMOVED] [2.7] 3.2 You may not place more than 2 cameras in total.
[REMOVED] [2.7] 3.3 Cameras have to be visible at all times.
[REMOVED] [2.7] 3.4 Cameras may be utilized during a raid if they were placed prior to the raid. Cameras may not be used in bank raids.
[REMOVED] [2.7] 3.5 Cameras can not be put in unrealistic places. Everything you are not able to reach on your own is automatically unrealistic. This includes, but is not limited to, attaching your camera to a large rock wall or flying above your house observing the whole base.

This is a rundown of what has changed in this ruleupdate. Not all changes are documented. We do not guarantee that the documented changes below are correct. If you want to be sure, read the rules.

Additions
[ADDED] [4.1.3]
1.3 Both, active and passive participants, count to the maximum amount of robbers.

Changes
[CHANGED] [1] 5. We do not tolerate any malicious or illegal activity on our services. This includes, but is not limited to threatening to Dox or DDoS anyone within the community, to hack a players account, scam someone of something that has real monetary value, spreading of malware, releasing IP addresses, home addresses, phone numbers, names, pictures or email usernames. Crimes will be forwarded to the appropriate authorities if deemed necessary.
[CHANGED] [1] 10. Advertising products or servers not directly affiliated to Monolith Servers is not permitted in any form.
[CHANGED] [1] 11. Commercial use of virtual assets in-game is reserved to Monolith Servers alone. You may therefore not trade in-game money for actual real money or vice versa. The one allowed exception is trading a purchase of Premium Membership or Monolith Limited-Time-Offers for in-game value. We do however not recommend such a trade since there is a risk that you may get scammed. We do not assume any responsibility for such a trade with another player.
[CHANGED] [1] 12. The usage of any kind of anti-AFK script or remote control software is not tolerated. Using some form of AI to perform farming, mining, etc. is not allowed. The only exception we allow is the usage of the +attack command as long as you're immediately able to respond to ingame actions. This does not include +right or +left. If you do not respond to a staff members attempts to get your attention, you are liable for breaching this rule.
[CHANGED] [1] 13. The usage of any kind of anti-AFK script or remote control software is not tolerated. Using some form of AI to perform farming, mining, etc. is not allowed. The only exception we allow is the usage of the +attack command as long as you're immediately able to respond to ingame actions. If you do not respond to a staff members attempts to get your attention, you are liable for breaching this rule.
[CHANGED] [2.2] 5. You may not kill police officers unless you have a valid roleplay reason to do so. These could include, but is not limited to, visibly carrying illegal weapons or visibly performing an illegal activity. These reasons depend on the context. If police are attempting to initiate an arrest on you while you are carrying hidden illegal items in your inventory, that is a valid reason to kill them.
[CHANGED] [2.4] 1. You must correctly follow FearRP when a situation calls for it, such as when you are being held at gunpoint. Roleplay should reflect on how you would approach a similar situation in real-life.
[CHANGED] [3] 4. You are not allowed to play music through voice chat or use a voice changer.
[CHANGED] [4.1.1] 4. You may not mug or kidnap in crowded places or near any NPCs, criminal or regular - you must do it in less populated and less exposed areas. This may not be in front of an NPC and/or governmental buildings such as the Police Department, Hospital, Fire Department and City Hall.
[CHANGED] [4.1.2] 2. You may only kill a hostage if they are threatening to kill/snitch on you, not valuing their life or the police (or any other opposing party) ignore the demands of the hostage-takers.
[CHANGED] [4.2] 7. Killing during raids should be carried out sensibly. If there is a legitimate threat on the property of which you are raiding, it is reasonable to enter with the intent to kill. For example, if anyone at the targeted property has a weapon equipped, the base as a whole constitutes a legitimate threat and you may kill everyone that has not visibly surrendered inside it.
[CHANGED] [4.2] 8. If you are killed during a raid or attack, you must abide by NLR and have no knowledge of the attack. You can not get called back as “backup” or “reinforcement”. Additionally, you can not raid the police department to retrieve your lost gear. The exception to this is the extra life rule for police.
[CHANGED] [4.2] 9. Prop placement during a raid or gunfight is strictly forbidden. Law enforcement is exempt from this rule as long as it’s done to set a perimeter.
[CHANGED] [2.1] 9. You may not disconnect to avoid a role-play situation and/or to avoid your death timer. Contact ingame staff members if you have to leave during a jail sentence or death timer.
[CHANGED] [5.1] 2. As an employed citizen, you may not partake in any illegal activity such as the distribution or creation of drugs.
[CHANGED] [5.1] 5. You may not ‘farm’ XP. Examples: Constantly killing and reviving or giving the same person tickets for no reason other than to farm XP.
[CHANGED] [5.2.1] 5. Law enforcement may not randomly pull somebody over and order them out of the vehicle without reasonable suspicion taking place. You must have a valid roleplay reason.
[CHANGED] [5.2.1] 8. Law enforcement may not abuse the taser. You must have a valid reason to tase a player. You may not deploy your taser during a gunfight/active shootout to take down criminals.
[CHANGED] [5.2.3] 3. Detectives may not turn against the police department and the general public - which includes shooting at fellow officers and civilians. Your job is crime prevention - not the creation of them.
[CHANGED] [5.4.2] 1. You can be on scene during a raid or robbery only to assist law enforcement. You can not directly follow them inside the building they are raiding, but you are able to go in and provide any medical assistance after the police contain the situation.
[CHANGED] [5.4.2] 2. During an active shootout you may escort downed players to the hospital for stabilization and revival. Those bodies need to be secured before you may escort them.
[CHANGED] [5.6] 3. Your assigned load-out may only be used against criminals within your assigned area of patrol.

Removals
[REMOVED] [2.6] 5.
You may not drive a vehicle, pull out a weapon or use communication devices while you are restrained or handcuffed.
[REMOVED] [2.6] 9. You may not bunny-hop to get to locations faster.
[REMOVED] [2.7] Premium
[REMOVED] [2.7] 1.
You may not spam your toolgun.
[REMOVED] [2.1] 2. Do not use any numbers or symbols in your name.
[REMOVED] [2.2] 2. You may not kill or knock out players that are typing if it can be avoided.
[REMOVED] [2.5] 4. This includes, but is not limited to, roofs.
[REMOVED] [2.6] 6. You may not spawn in vehicles during ongoing RP situations.
[REMOVED] [5.1] 3. You may not randomly turn on your lights and sirens to bypass traffic laws.
[REMOVED] [5.1] 5. You may not drive excessively recklessly or endanger the lives of others while responding to an emergency.
[REMOVED] [5.2.1] 16. The government must maintain democracy, the elections can not be overruled. The government can, however, be corrupt if approved by staff.
[REMOVED] [5.2.2] 2. SWAT officers can be called as backup for a police raid. You may not perform a police raid as SWAT officers without the supervision of the police department. This means that officers have to be on the scene.
[REMOVED] [5.2.3] 3. Detectives may not turn against the police department and the general public - which includes shooting at fellow officers and civilians. Your job is crime prevention - not the creation of them.
[REMOVED] [5.2.3] 6. Detectives are not above the law and need to follow the traffic laws. They may be ticketed for their wrongdoings.
[REMOVED] [5.2.3] 7. Detectives are allowed to spawn their personal vehicles.
[REMOVED] [5.1] 3. You may not randomly turn on your lights and sirens to bypass traffic laws.
[REMOVED] [5.3] 1. As the mayor, you may not randomly demote someone. You need a valid roleplay reason to demote someone. Furthermore you can not demote someone for doing their job, e.g. giving you a ticket when you are the mayor.
[REMOVED] [5.5] 5. You may not assist the police department. This includes but is not limited to performing traffic stops, shootings and bank robberies. Report crimes to the police department accordingly.

[CHANGED] [1] 5. We do not tolerate derogatory slurs towards any group of people such as, racism, homophobia etc. within the community - especially Out-Of-Character. Your in-game character may be offensive to a certain degree HOWEVER once players feel uncomfortable you have definitely broke the rule. Be observant and considerate. Things like the N-word and other ethnic slurs are never acceptable - neither Out-Of-Character nor In-Character.

This rule-change is immediately in effect.
