It is forbidden to shoot someone instantly after giving them the order to put their hands up while at gunpoint. Keep the voice-chat delay in mind.

Changed [4.1.1] 4.2 If a player is farming, crafting, metalworking, brewing, or cooking next to an NPC, this rule is voided and they are susceptible to criminal roleplay. Taking hostages in the bank or shell gas station also creates an exemption to this rule.

Updated 4.2.10 back to how it used to be.
"Counter raids can only be performed on player owned buildings. You may not counter raid a government building or a player owned building which is being raided by police at the time. Law enforcement are exempt from this rule."

Edited rule 4.1.2.1 regarding kidnapping because people were mis-using a loophole to get around the cooldown to keep kidnapping people.

You may only kidnap people once every 45 minutes. After the kidnapping has ended, this cool-down is in place. You may not kidnap additional people from other locations or people not involved in the initial kidnapping. You may only do this after the initial kidnapping has ended and the cooldown has run out. This rules applies regardless of the success of the kidnapping.

Added 2.2.3 since people were too triggerhappy and used someone saying "You're an asshole" or "You faggot" as an excuse to gun down people in the streets for a neat little +1 on RDMtracker.
You may not kill a player for simply insulting you. Threaten them with a firearm, shoot them to injure them first. If they persists after this, you are free to kill them.

The raid rules have been unnecessarily complex and restrictive for a while, and many have complained about this. Here's some updates to address this:

[4.2.6] "In case of a raid by the police, only the current occupants of the base are allowed to defend the base. This is to prevent random civilians with no affiliations to shoot at the police for fun. To be clear: If you are not in the base at the start of the police raid, you can not intervene."

In short, you may now call for backup when being raided in all raids except for police raids. We still deem police needing some rule protection from this.

[4.2.7] "Killing during raids should be carried out sensibly. If there is a legitimate threat on the property of which you are raiding, it is reasonable to enter with the intent to kill. Just as an example, if anyone at the targeted property has a weapon equipped, the base as a whole constitutes a legitimate threat and you may kill everyone inside it."

I added this whole rule back when raiding was a total free for all. In general, people enjoyed the freedom, but it was clearly unfair and unreasonable to new players who just joined the server and purchased their first base farming etc. I fear that maybe "killing sensibly" in raids have been interpreted a bit too widely than it was intended, so I figured I would add an example of when you can kill to show that actually, you can still kill in very many raid situations.

You may not cop bait - the act of excessively provoking law enforcement for the sole purpose of having them chase you or incite some other reaction from them for your own mere enjoyment.

I underlined some parts that are important in understanding the limited scope of this new rule.

Scamming players of a set amount of in-game money for a premium membership, or vice-versa, is strictly forbidden. Scamming someone of something that has real monetary value is fraud, which is a crime. We do not accept any illegal activity on our services.

You guys need to start using some common sense. Since when is scamming people acceptable? It's really sad that we have to literally write down everything because people think it's "allowed" if we don't.

Law Enforcement follows a special NLR ruleset on raids. Upon respawn, law enforcement is required to wait a minimum time-period of five minutes before being allowed to respond back to raids in progress. Any Police Department, EMS, Fire Department and Secret Service employee may call these officers back if they have knowledge of this specific raid in their current In-Character life. Ingame staff reserves the right to call off and declare a raid as failed.

Updated 4.2.1 You may only perform one raid (against players, the bank, Shell or the police department) per hour. This counts for both successful and unsuccessful raids. Everyone involved in the raid will receive this “raid cool-down”. Survivors of a raid may ignore the “raid cool-down” if they decide to raid the police department to free crew members or retrieve lost gear.

We are still discussing whether this change is appropriate, but for now it's in effect so we have some clarity of what it applies to.

Bounty board rule changed
2.2.10:1: The bounty board contains both name and image/drawing of the target - your character will recognise the target on sight.
2.2.10.2: Usage of the bounty board is mandatory for all hitman RP (instructed killings with an element of Quid pro quo; something of tangible value in return for the kill).

[CHANGED] [1] 5. We do not tolerate any malicious or illegal activity on our services. This includes, but is not limited to threatening to Dox or DDoS anyone within the community, to hack a players account, scam someone of something that has real monetary value, spreading of malware, releasing IP addresses, home addresses, phone numbers, names, pictures or email usernames. Crimes will be forwarded to the appropriate authorities if deemed necessary.
[CHANGED] [1] 10. Advertising products or servers not directly affiliated to Monolith Servers is not permitted in any form.

[CHANGED] [2.4] 1. You must correctly follow FearRP when a situation calls for it, such as when you are being held at gunpoint. Roleplay should reflect on how you would approach a similar situation in real-life.
[CHANGED] [3] 4. You are not allowed to play music through voice chat or use a voice changer.
[CHANGED] [4.1.1] 4. You may not mug or kidnap in crowded places or near any NPCs, criminal or regular - you must do it in less populated and less exposed areas. This may not be in front of an NPC and/or governmental buildings such as the Police Department, Hospital, Fire Department and City Hall.
[CHANGED] [4.1.2] 2. You may only kill a hostage if they are threatening to kill/snitch on you, not valuing their life or the police (or any other opposing party) ignore the demands of the hostage-takers.

[CHANGED] [4.2] 9. Prop placement during a raid or gunfight is strictly forbidden. Law enforcement is exempt from this rule as long as it’s done to set a perimeter.
[CHANGED] [2.1] 9. You may not disconnect to avoid a role-play situation and/or to avoid your death timer. Contact ingame staff members if you have to leave during a jail sentence or death timer.
[CHANGED] [5.1] 2. As an employed citizen, you may not partake in any illegal activity such as the distribution or creation of drugs.
[CHANGED] [5.1] 5. You may not ‘farm’ XP. Examples: Constantly killing and reviving or giving the same person tickets for no reason other than to farm XP.
[CHANGED] [5.2.1] 5. Law enforcement may not randomly pull somebody over and order them out of the vehicle without reasonable suspicion taking place. You must have a valid roleplay reason.
[CHANGED] [5.2.1] 8. Law enforcement may not abuse the taser. You must have a valid reason to tase a player. You may not deploy your taser during a gunfight/active shootout to take down criminals.
[CHANGED] [5.2.3] 3. Detectives may not turn against the police department and the general public - which includes shooting at fellow officers and civilians. Your job is crime prevention - not the creation of them.

[CHANGED] [1] 5. We do not tolerate derogatory slurs towards any group of people such as, racism, homophobia etc. within the community - especially Out-Of-Character. Your in-game character may be offensive to a certain degree HOWEVER once players feel uncomfortable you have definitely broke the rule. Be observant and considerate. Things like the N-word and other ethnic slurs are never acceptable - neither Out-Of-Character nor In-Character.


This rule-change is immediately in effect.
